5. The services of Mr.Remedios are still re- quired but in case further experience should show that a se- cond additional clerk is not permanently required, I have to recommend that he be placed on the temporary establishment with a salary of $ 420 per annum which is the lowest rate of pay that I think should be paid to a Portuguese clerk.

If you approve of the above arrangements

I will ask the Legislative Council to vote a sum of $420 to defray the cost of the Temporary Clerk's salary for the year, the other appointments involving no additional expenditure this year.
